Eight people charged with felonies, most drug related

The Johnson County Sheriff’s Department made several arrests this past week on both April 24, 2014 and April 25, 2014. All arrested had been charged with felonies that ranged from the manufacture of methamphetamines to other miscellaneous charges. The following names and charges are listed:
Troy Dugger, 68 years old of Wayland Street, charged with aggravated sexual battery.
Preston Ross, 27 years old of Eldridge Lane, charged with two counts of initiate process to manufacture methamphetamine.
Jerry Rhymer, 40 years old and living on Highway 421 South, charged with theft of property over $1,000.
Edwin Phillippi, 19 years old of Cross Mountain Road, charged with introduction of contraband into a penal facility.
Kimberly Phillippi, 41 years old, also of Cross Mountain Road, was also charged with introduction of contraband into a penal facility.
Robert Phillippi, also 41 years old and of Cross Mountain Road, was also charged with introduction of contraband into a penal facility.
Joshua Price, 27 years old and living on Maple Street, was charged with failure to appear and violation of probation.

Lucy Norris, 61 years old of Mae Tester Lane, was charged with two counts of manufacturing, delivery and selling of controlled substances, as well as maintaining a dwelling for sale of Schedule II drugs.
Kathy Eller, also known as Laura Campbell-Eller, 57 years old of West Main Street, was charged with two counts of the sale of Schedule II drugs and maintaining a dwelling for sale of Schedule II drugs.
