Sunflower Festival set for July 22nd

Mountain City Council members met on Tuesday, June 6 for their regularly monthly meeting; all members were present.
Three groups addressed the council with requests. First was Josh Hamilton, who is the Johnson County High School Band Director. Hamilton explained that he has put together a community band, which is open to any musicians, which would like to perform a free concert on the stage at Ralph Stout Park. The first concert would be on July 4 and more concerts will take place throughout the year. The council approved this request and felt that this would be a great program for the community.
The next request came from Lisa Osborne with the Johnson County cheerleaders who asked if the booster members could hold a roadblock in order to raise money for upcoming cheerleading activities and trips. The board approved the request but told Osborne that it would have to be scheduled some time after September 1.
The final citizen to address the council was Renee Proffitt who asked the council to approve July 22 as the official date for the 13th annual Sunflower Festival. Proffitt explained that she already has an application for vendors and also requested the use of the vacant lot on Main Street. She said the plan for the vacant lot is to place a portable stage on the back portion of the lot for musicians to play and leave the grassy area for festival goers to be able to sit and enjoy the music. Council members felt this was a great idea and approved the date, the use of city workers for set up and tear down, and the request of the lot.
Vice Mayor Jerry Jordan brought to the attention of the council a retaining wall that needs to be replaced or repaired. Gary Phillips, Public Works Director, told the council that the wall would be “a pricey fix,” but will eventually need to be replaced. Jordan also brought up an issue with lodging complaints about ordinances. City Recorder Shelia Shaw explained that there is a process that one has to go through in order to lodge a complaint and one of the key items is a cost estimate of the cleanup job. Mayor Kevin Parsons requested that Fire Chief Gary Stout find someone who could determine costs of the typical cleanup jobs.
Alderman Bob Morrison asked for an update on the Goosecreek Trail project. The town has received an email from the project engineer, who said that the contractor has completed all the work and needs to do a final walkthrough. Morrison also asked for an official dedication to be done for Goosecreek Trail and Arnold Bridge.
Mayor Parsons told the council that a request has been made to do maintenance on a trial that comes from Doe Mountain Recreation Area and comes out behind the shopping center. Mayor Parsons explained that all supply and material costs would be covered by Doe Mountain. Alderman Kenny Icenhour suggested that Do Not Enter signage be placed on Hemlock Drive and Shoun Street because ATV and other recreational vehicles are taking shortcuts through these neighborhoods.
