On Friday, October 7th, amid the rain and the JCHS Homecoming parade, Scarecrow Judges TN State Representative Timothy Hill along with Mark Stevens of First TN Development District, had their work cut out for them. Though the esteemed judges thought so many exhibits deserved a prize for their hard work and creativity, they had to decide on the winners.
